Processing of all payments and disbursements including on-line liquidations of revenues are managed through this module. Al pre-formatted treasury-related reports can be generated at your fingertips.
  • Business Process Licensing: In line with the national government’s requirement to process business registration within the specified working days in Local Government Units, this module addresses the one-stop-shop functionality that everyone is waiting for. All involved departments are integrated in the automated processing of transactions benefiting all clients and LGU.
  • HR Management: Effective management of human resources from recruitment to separation, covering all pertinent personnel information, salary-related information, customizable salary schedules, leave management, competency management, performance management, training & development, and lots of pre-defined reports supporting well-informed decisions.
  • Budget: Budget estimation, allocation, and forecasting of financial resources are managed in this module. Budget requests, initial approvals, reviews, executive approvals, and enactments including analysis of budget and disbursement historical data are done on-line with the help of intuitive and user-friendly functionalities.
  • Accounts: Manage your business accounting with ease using this module that automates the processing of large amount of financial data as well as produces timely, accuracy, and meaningful financial statements and reports. This module integrates the financial-related information and transaction of all GEMS modules. Everyone depending on security privileges can access the same data and execute complex business processes.
  • Local Industries: Depending on the focus of a particular Local Government Unit, this module provides the management and staff the facility to effectively record agricultural, fisheries, and tourism industries information for urgent and critical decision-making. Strategic directions for continuous improvements and future projects can be facilitated and supported with the available data in this module.
  • Planning & Development: Integrated with municipal and city engineering offices’ functions and LGU’s social events, this module effectively facilitates and manages the information and approval processes that are required for any project. Starting from initiation up to project closure, this module manages all the critical information ensuring that each project is within the scope of work, on-time, and on-budget.
  • GEMS Workplace: Managing user’s preference and organization’s general information such as mission, vision, values, policies, forms, procedures, directories, wiki links, frequently asked questions, general announcements, etc. are available in this module. Crucial and common information that are relevant to all employees are managed in this module.
  • System Administration: GEMS security, privileges, roles, rights, security policies, audit trails, global business rules, database automated backup, back-end services, application engines, data retention settings, etc. are managed in this module. This module is only for privileged users (System Administrators) ensuring system and data integrity as well as general security of GEMS.
